Since the late 1980s, several attempts have been made by out of area developers to develop Lagoon Valley with business parks and/or subdivisions. Each time there has been strong public outcry to protect the last undeveloped valley between Sacramento and San Jose from high density development.
In 2009, following litigation that delayed (for now) the last attempt to develop the valley, the Lagoon Valley Conservancy was established by several members of the Friends of Lagoon Valley, to seek a permanent solution to protect the valley for future generations.
